Automating the extraction and transformation of public procurement data in Mexico: The case of SESNA.

Transparency and accountability in public procurement processes are essential to combat corruption and promote efficient public management. In Mexico, the Executive Secretariat of the National Anti-Corruption System (SESNA) plays a key role in this mission, but to effectively fulfill its role, it needs to manage and analyze large volumes of public procurement data. Faced with this challenge, SESNA relied on Mottum to develop an automation solution that optimizes the Extraction, Transformation, and Loading (ETL) of its procurement data, ensuring that these processes were more efficient and transparent.

The challenge

SESNA's main challenge was the dispersion and volume of public procurement data. This data was distributed in different formats and sources within the National Digital Platform, which made its integration and analysis difficult. Without an automated system, the process of extracting and standardizing information was manual, error-prone, and highly inefficient. SESNA needed a solution that not only centralizes this data, but also ensures its quality and availability in an agile manner.

The solution

We designed and developed a data engineering module that automates the extraction, transformation, and loading (ETL) of public procurement data from the Public Procurement Information System (SISTEMA SEIS). This module, based on technologies such as Python and MongoDB, allows data to be automatically extracted in compressed formats, perform cleaning, standardization, and consolidation processes, and generate unified data tables for subsequent analysis. In addition, cloud automation mechanisms were implemented to ensure that the system operates autonomously and can be scalable in the future.

Our solution is made in Open Source and could be replicable and scalable for any government whose standard for publishing information related to the planning, bidding and implementation of public contracts is OCDS (Open Public Contracting Data Standard), recognized as the international open standard that has been endorsed by the G20, the G7 and important international organizations.

Positive impact

Thanks to the solution implemented by Mottum, SESNA has managed to significantly optimize the management of public contracting data. The process, which previously required a great manual effort, is now carried out in an automated and precise manner, reducing data extraction and analysis times. This has not only improved SESNA's operational efficiency, but has also strengthened transparency in Mexico's public contracting processes, allowing for better monitoring and control of government tenders and contracts. The impact of this solution has been key to strengthening the fight against corruption in the country.

Conclusion

Automating public procurement data management has not only enabled SESNA to become more efficient, but has also demonstrated how technology can be a powerful ally in the fight against corruption.
